Use the appropriate VA complaint, fiduciary, accreditation, law-enforcement, or court channel for the facts involved. A civil fee review or accounting correction can be relevant even when criminal intent is not established.
Is every disputed representative fee a section 5905 crime?
No. Section 5905 requires wrongful withholding of an allowed and due benefit. Fee reasonableness, fiduciary accounting, contract disputes, and criminal conduct are separate questions that may use different procedures.

§ 5905. Penalty for certain acts
Whoever wrongfully withholds from any claimant or beneficiary any part of a benefit or claim allowed and due to the claimant or beneficiary, shall be fined as provided in title 18, or imprisoned not more than one year, or both.
