Keep relationship changes and submission dates in a simple timeline. A family member's status can change while the veteran's percentage stays the same. A rating increase therefore does not necessarily answer whether all relevant dependency information has been received and acted on.
Does this create a different dependency definition for peacetime service?
It extends the referenced dependent-compensation framework rather than making ordinary family relationships automatically qualifying. Read section 1115 and the applicable definitions and evidence rules together. The service framework, rating threshold and dependent's eligibility are related but separate conditions.

§ 1135. Additional compensation for dependents
Any veteran entitled to compensation at the rates provided in section 1134 of this title, and whose disability is rated not less than 30 percent, shall be entitled to additional monthly compensation for dependents as provided in section 1115 of this title.
