What this means
m21-1:III.ii.2.E explains service record address codes and addresses for military records centers and other agencies. In plain terms, the official guidance says 1. Address Codes, Addresses, and Telephone Numbers for Military Record Centers It also addresses information about disability severance pay (but not the disabilities for which severance pay was awarded) is available from address codes 16 and 35.
How this may help with a claim
Use m21-1:III.ii.2.E as an internal VA audit trail for service record address codes and addresses for military records centers and other agencies, not as a promise of a particular result. Compare the actions recorded in your claim file or decision notice with this source-specific detail: 1. Address Codes, Addresses, and Telephone Numbers for Military Record Centers Information about disability severance pay (but not the disabilities for which severance pay was awarded) is available from address codes 16 and 35. If the record does not show the expected action, identify the missing step precisely when asking VA or an accredited representative to review the file.
What to review in your file
- Check the file against this official condition: 1. Address Codes, Addresses, and Telephone Numbers for Military Record Centers
- Confirm that the record or notice addresses this source point: 2. Addresses for Other Agencies and Record Facilities
- Document how this stated step or exception applies: The derogatory documents (known to VA as facts and circumstances) of all offenses that led to a court martial are kept at the respective Judge Advocate General (JAG) offices.
Important limits
m21-1:III.ii.2.E is primarily internal workflow guidance about service record address codes and addresses for military records centers and other agencies. It can help identify what VA was expected to document, but it does not by itself create a claimant deadline, a freestanding entitlement, or a guaranteed remedy. The source also states: 1. Address Codes, Addresses, and Telephone Numbers for Military Record Centers Clinical records are retired to NPRC in annual collections by the creating hospital. They are typically retained for two calendar years before retirement.

III.ii.2.E.8.b. Address Codes for STRs and Dental Records
Beginning September 1, 2014, the Coast Guard stopped sending paper STRs to RMC and began digitizing these records. On June 1, 2015, the Coast Guard began uploading their digitized STRs into HAIMS.
The Veterans Benefits Management System (VBMS) automatically generates a Coast Guard STRs request for members with release dates of September 1, 2014, or later.
The table below lists the service history, service situations, and the corresponding source to obtain STRs and dental records for officers and enlisted personnel.
Important: The eFolder source denotes records previously held by RMC that have been scanned and uploaded to the corresponding Veteran’s eFolder, as discussed in M21-1, Part III, Subpart ii, 2.A.5.d.
