A.3.a. Work Credit Measurement Studies
Work credit measurement studies are periodically performed to gather data from ROs regarding the distribution of time and effort spent on claim-related work activities. Work-rate standards are developed from these data, to express the amount of time required, on average, for employees to complete various types of claims. Work-rate standards provide a valuable tool to assist in assessing productivity, effectiveness, budget preparation, staffing needs and alignment, and efficient use of resources.
The previous accepted study was conducted in 2004. There have been numerous changes to personnel and methods of processing Veterans’ claims since that time, to include changes in workload management to handle the increasing complexity and inventory of claims in various stages of completion. The current study randomly collected compensation and pension work activity data from claims processors for 40 business days from October 10, 2017 to December 8, 2017.
A.3.b. Activity Categories
For managing precise workloads, the work-rate standards are grouped into the following five activity categories:
- Claim Establishment
- Development
- Decision-Making
- Promulgation, and
- Authorization.
A.3.c. Budget vs. Workload Analysis
The primary difference is that the budget analysis contains a historical frequency allowance, which considers, historically, how many transactions were completed per claim in that end product (EP)/EP subcategory (historical data encompassed the two-year period from October 1, 2015 to September 30, 2017.
The budget analysis standard represents the amount of time it takes to process the claim from establishment to closing (the entire life of the claim), including multiple touches (transactions) in the different cycles. The workload analysis standard does not include the historical frequency allowance and therefore does not account for multiple touches (transactions); the workload analysis standard only accounts for the time it takes to complete one touch in a particular lifecycle of a claim. A combined column is intentionally not included with the work-rate standards for workload analysis because of this difference.
The workload analysis is helpful in forecasting the amount of time it would take claims processors to complete a single transaction in a specific activity category, whereas the budget analysis is helpful in forecasting overall claims completion rates and timeliness.
