6.2.a. Primary Duties of the QRT
The following list outlines the appropriate duties to be performed by QRTs:
- Individual Quality Reviews (IQRs) for all Claims Assistants (CAs), Military Services Coordinators (MSCs), Veterans Service Representatives (VSRs), Rating Veterans Service Representatives (RVSRs), Decision Review Officers (DROs), and QRSs
- In-Process Reviews (IPRs)
- peer reviews of errors
- Veteran Benefits Management System (VBMS) Deferral Mitigations
- providing mentoring, feedback, and training on quality/error trends,
- special reviews identified by Compensation Service,
- completing Error Correction Audits, and
- issuing reconsideration decisions.
6.2.b. QRT Involvement in Training
The QRT is responsible for providing training as it relates to the identification of error trends. All other trainings (Virtual In-Person (VIP), national and local training, etc.) are the joint responsibility of the QRT and employees determined to have the needed skillset to be an effective mentor.
Second signature reviews are the joint responsibility of the QRT, and employees determined to have the needed subject matter expertise to review the claim.
6.2.c. Other Areas of QRT Involvement
Other areas in which QRT (inclusive of QRT Coaches/Assistant Coaches) may be involved include
- identifying specific training recommendations as it pertains to quality, at the employee level and RO level, to improve quality based on the results of reviews
- conducting monthly meetings with RO leadership and the RO Training Manager, or designated training coordinator, to identify trends and specific recommendations
- working with Training Managers, or designated training coordinators, to create and provide specific training identified by error trends and analysis of individual employee errors
- using national and local review results to identify recurring issues at the individual or team level that require specialized training at the individual or RO level, and
- attending mandatory continuing education training courses provided by Compensation Service.
Note: QRSs may assist the RO with second signature work (trainee reviews, special monthly compensation (SMC) reviews, etc.) only when the QRT is up-to-date with QRT duties (IQRs, IPRs, mentoring).
