Then separate disabilities attributed to misconduct from other disabilities and read the stated independent requirements. The point is not to transfer every limitation into a compensation calculation. A rule discussing one benefit's treatment of misconduct does not erase the service-connection requirements of another benefit.

Can I count unrelated disabilities toward compensation TDIU under this rule?

No. Service-connected unemployability is governed by its own requirements. This section should not be used to turn nonservice-connected or otherwise excluded limitations into a basis for that award. Read it in its specific benefit context, with the related provisions identified in the official text.

§ 4.17a Misconduct etiology.

A permanent and total disability rating under the provisions of §§ 4.15, 4.16 and 4.17 will not be precluded by reason of the coexistence of misconduct disability when:

(a) A veteran, regardless of employment status, also has innocently acquired 100 percent disability, or

(b) Where unemployable, the veteran has other disabilities innocently acquired which meet the percentage requirements of §§ 4.16 and 4.17 and would render, in the judgment of the rating agency, the average person unable to secure or follow a substantially gainful occupation.
