Do not assume that a second symptom necessarily establishes a second diagnosis or a separately compensable effect.
Does every painful leg after a knee injury have phlebitis?
No. This regulation directs attention to a possible circulatory residual; it does not diagnose every painful leg. Medical findings and the applicable rating provisions remain necessary. Keep the observed symptom distinct from the professional diagnosis and the evaluation assigned for it.

§ 4.62 Circulatory disturbances.
The circulatory disturbances, especially of the lower extremity following injury in the popliteal space, must not be overlooked, and require rating generally as phlebitis.
