Decision letter basics

Save the full decision packet, make one row per issue, copy favorable findings exactly, separate grants, denials, deferrals, ratings, and effective dates, and protect the review date stated in the notice.

Overview

A VA decision packet explains what VA decided, what evidence it says it considered, why it reached each result, when an award begins, and what review rights apply. Save every page and make one row for every issue before interpreting the result. Use the complete packet, not a screenshot Preserve the notification letter, rating decision, reasons, evidence list, favorable findings, payment information, review-rights notice, forms, and enclosures that arrived. A first-page screenshot or software summary can omit the issue-level context.

Identify every issue outcome

Do not infer the outcome from the payment amount. Outcome Reading rule Granted VA awarded the benefit or service connection for that issue; record the exact condition, percentage, and effective date shown. Denied VA did not award the requested benefit for that issue; record the stated reason and favorable findings. Deferred VA has not completed the issue decision; deferred is not denied. Service connected at 0 percent This is a grant of service connection with a noncompensable evaluation, not a denial. Missing or unclear Compare the filed application, receipt, and complete packet before drawing a conclusion. A 0-percent evaluation and no service connection are different 38 CFR 4.31 addresses assignment of a zero-percent evaluation when the schedule does not provide one and the compensable criteria are not met. The decision packet controls whether VA actually granted service connection for the issue.

For every grant, keep separate fields

Exact condition name and diagnostic code when shown. Evaluation percentage and any staged or temporary evaluation. Effective date and payment-commencement information. Future-examination or permanence language when actually stated. Dependent category, withholding, recoupment, or another payment adjustment when shown. Do not add percentages VA's combined disability rating is not ordinary arithmetic. Use the combined result in the official decision and current VA rating guidance. Do not assume a 100-percent combined evaluation also means permanent and total.

Copy favorable findings exactly

38 CFR 3.104(c) addresses the binding effect of favorable findings subject to its stated exception. Copy each finding word for word with its issue and page. Do not broaden a diagnosis finding into a service-relationship finding or omit a limitation.

Compare the evidence list with your source record

Final application and issue list. Upload, mail, fax, or in-person receipts. Private records and authorizations. Personal and lay statements. Service and federal records. C&P examinations, addenda, and medical opinions. Earlier decisions relevant to the same issue. A missing filename does not by itself prove VA lacked the content, and a listed general record category does not by itself prove every expected page was considered. Compare document contents, date ranges, receipts, and the claims file when needed.

Read reasons by issue

Keep different disagreements separate. Question What to record Service connection Which element or eligibility requirement the decision says was not established. Evaluation Which findings and rating criteria VA used for the percentage. Effective date Which claim history, fact, and rule VA used for the assigned date. Evidence handling Which source, date range, examination, or opinion appears in the decision and what question remains to verify.

Obtain the source report when a summary is not enough

A decision may summarize a C&P examination or medical opinion without reproducing the complete report. Use VA's current personal-record request process and Form 20-10206 when a final claim-exam report or other personal record is needed. Do not treat the decision's short summary as the whole report.

Keep the dates distinct

Date VA received the claim or Intent to File. Date entitlement arose under the applicable rule. Effective date assigned. Payment commencement date. Date on the decision notice. Review date or deadline stated in the notice. The notice controls the review date Copy the date and review rights from the current decision notice. Do not let Pathfinder, an AI extraction, or a general article calculate a replacement deadline or choose a review option.

Use neutral questions before choosing any next action

What exactly was decided? Map every issue, outcome, finding, rating, and effective date. What did VA say it considered? Compare the evidence list with receipts and source records. Why did VA reach this result? Record each issue's reasons without substituting a legal conclusion. What needs verification? Label a missing record, date conflict, or opinion scope as a question. What rights and date are stated? Copy the notice before comparing current official review options.

Common mistakes to avoid

Saving only the first page or a phone screenshot. Treating a deferred issue as denied. Treating a 0-percent grant as no service connection. Adding individual ratings arithmetically. Assuming 100 percent means permanent and total. Broadening a favorable finding beyond the exact wording. Collapsing service connection, percentage, and effective date into one disagreement. Letting software select a review lane. Waiting until the notice date is close to retrieve the complete packet.

If the decision packet or issue map is incomplete

If the decision packet or issue map is incomplete I have only a screenshot or first page. Check the VA claim-status letter-download feature when applicable. Preserve the mailed packet and envelope. Use the current personal-record request route for other needed records. Do not choose a review action until the complete packet and issue-level reasons are available. An expected issue is missing. Compare the signed application and issue list. Review submission receipts. Search every page of the decision packet. Record the issue as not addressed or unclear and verify the source record; do not silently label it denied. A software summary conflicts with the packet. Open the cited page. Check issue, date, and surrounding text. Correct the extraction or summary. The complete decision packet controls. Preserve software output only as a review aid. The review date is close or unclear. Copy the exact notice language. Use current official review instructions. Seek prompt help from a VA-accredited representative when needed. Do not rely on a calculated generic deadline or wait for a C-File while a notice-stated date approaches. Return to Post Submission to organize one issue at a time.
