Match the document to the claim or review, follow the current form or notice, distinguish pending-claim uploads from QuickSubmit, verify every attachment, and preserve the receipt and exact submitted files.
Overview
Use the official submission route for the exact task in front of you. Before submitting, verify the destination and attachment list. Afterward, save the receipt, date and time, confirmation or tracking number, and an exact copy of every file. The route depends on the task VA currently directs evidence for a pending disability claim to the claim-status tool. It directs other document types and evidence for a decision review or appeal to QuickSubmit. A new claim uses current filing methods, and a notice may provide its own controlling response route. Recheck the current official page, form, or notice immediately before submission. A file transfer is not the whole receipt story A tool accepting a file does not by itself prove that VA associated it with the intended claim, found it complete, accepted its legal effect, or decided the issue. Preserve the immediate receipt and any later official acknowledgment separately.
Review the destination
The exact claim, decision review, appeal, benefit, or request. The issue or notice item the document addresses. The identifier shown in the official tool or complete notice. The notice-stated date or other controlling timing instruction. The official source that identifies the route.
Review every file
Open the final intended version and confirm every page is present, readable, upright, and ordered. Check signatures, dates, continuation pages, and attachments. Remove only truly blank pages, not pages with identifying headers or relevant marks. Confirm there is no unrelated person's record or accidental private document. Use the live tool's current file-type, size, encryption, and password rules. Avoid Social Security numbers, full VA file numbers, passwords, or unnecessary diagnoses in filenames.

Submit once and preserve proof
Start from the controlling source Open the live VA page, current form, or complete notice and follow its link or delivery instructions. Sign in privately Use a device you control and never share a password, multifactor code, or recovery code with Claim Raven. Confirm the target Check the claim, review, benefit line, issue, or destination before selecting files. Do not guess when the target is unclear. Compare selected files Match every selected filename and page count to the private attachment list and remove unintended duplicates or drafts. Review the final summary Confirm file count, categories, target, and any certification shown by the official tool. Submit once Wait for success or error. Do not double-click, refresh, or send duplicate packets merely because processing is not immediate. Save the confirmation Download or print the receipt when available and record date, time, time zone, route, destination, and confirmation number. Freeze the submitted packet Keep the exact files and attachment list with the receipt. Do not overwrite a submitted file with a revision under the same private record.
Mail, fax, and in-person proof
Current form or notice instructions control the destination. Route Proof to keep Important limit Mail Exact packet, address used, date mailed, tracking, and delivery confirmation when available. Delivery does not by itself show how VA associated or evaluated the packet. Fax Exact packet, current fax number, transmission report, page count, date, and time. A transmission report is separate from later VA acknowledgment. In person Exact packet, location, date, and any intake or date-stamped receipt available. Office procedures can change; confirm current intake instructions first. One year does not mean wait VA says evidence for a pending standard disability claim may be uploaded for up to one year after receipt, but VA may decide earlier and a request notice may state a shorter date. Follow the complete notice and current instructions; do not replace them with a generic calendar calculation.
If the route may have been wrong
Preserve the first record Keep the receipt, route, attachment list, and exact files from the original submission. Reopen the controlling source Confirm the route from the current form, page, or complete notice. Check official acknowledgment Use the appropriate status tool and keep any acknowledgment separate from the immediate transfer receipt. Contact VA through the official route Ask about the specific claim or notice when the destination remains uncertain. Document any correction If a corrected submission is actually needed, record what changed and why. Do not send the same packet through every route automatically.
If submission or proof is incomplete
If submission or proof is incomplete The tool accepted the file, but it is not visible yet. Preserve the immediate receipt. Check the intended claim or review. Follow VA's current acknowledgment and contact guidance. Do not resubmit automatically or claim VA lost the document without official evidence. The selected files do not match the attachment list. Stop before final submission. Open every selected file. Remove drafts, duplicates, or unrelated records. Submit only after the list and selected packet match exactly. The notice route differs from a general article. Read the complete notice. Confirm the exact issue and date. Use the notice's form and route or obtain official clarification. The specific notice controls over this general guide. I saved no receipt. Check the official tool or status history. Preserve the exact submitted packet. Record any later official acknowledgment. A Pathfinder note is not a replacement for VA's receipt or delivery evidence. Keep the complete notice or route instructions, exact packet, attachment list, immediate receipt, and later acknowledgment together.
